The pledges we make here align with our career-long values of honesty and integrity, and our priorities of transparency and accountability in government that will continue to guide us as Governor and Lt. Governor.

True transparency in government will help flush out incompetence, violations, and corruption in our system. Concrete actions to increase accountability from those in positions of trust will help to improve the delivery of services for all the people of Guam, increase fairness and competition in procurement and hiring, and ensure better value for taxpayers dollars.

Together, these actions will allow us to save and redirect resources to alleviate the burden on families and small businesses, track and use data for more creative and lasting solutions, restore our people's trust in their government, renew their faith in hard work, and rekindle hope for our future.
